It was very pretty and fast-paced. I enjoyed it well enough, much like the first. I was touched by Peach's vulnerability when talking to Mario about wondering where she came from, towards the beginning. I wish there were more moments like that. By the time that the credits begin, that moment feels like it could be from a different film. I also was surprised by and really liked Bowser's inner conflict, and wished there was time in this packed movie to make his shift at the behest of his son (spoiler alert) back to being evil more gradual rather than so abrupt. I was excited when (spoiler) Star Fox appeared and there was some exclamations and applause in the my theater. There wasn't time to do much with him but at least he had a decent-sized role. It is very much a TikTok generation movie, moving fast and continually throwing new locations and action sequences at you, as you noted. I think three and a half stars makes sense, though I'd honestly lean more towards three.
