I don’t believe it has a strict setting. Like a folk tale, the story takes place in a town the narrator is familiar with but does not name, similar to “once upon a time, in a distant kingdom.” The style and architecture of the setting is based on that of a French abbey in Maine-et-Loire. If anything, that would indicate a French setting, but the film doesn’t specify.
