Yeah, but with villains who are immediately identified as villains, you immediately know that they’re the opposing force to the hero and that they’ll get defeated. Even if a predictable villain, you still don’t know the “why” behind it until the very end…

I love surprise villains. It truly makes them evil, think about it, it actually makes them inherently evil through their facade. At the very least, does it not interest you as to why the mayor could be a potential villain for the movie?
