The OUAT creators love Elsa as she was portrayed in the movie, a misunderstood villain. So my guess is that she will be a villain in the eyes of the other characters who don’t know her and they will treat her as monster but in Elsa’s POV she’s not.

I think disney letting OUAT do frozen as a sort of sequel was the plan, they will probably not make an animated sequel.
